“投资于人”驱动叙事重构:农业农村现代化下小农户数字化转型研究

Narrative Reconstruction Driven by “Investing in People”:A Study on the Digital Transformation of Smallholders in the Context of Agricultural and Rural Modernization

      在西方主流现代化理论将小农户塑造为“落后象征”的传统叙事下,我国秉持“投资于人”理念,通过小农户的数字化转型走出一条包容性发展的农业农村现代化道路。基于“产业-人才-文化-生态-组织”五大振兴框架,以“投资于人”理念为视角,系统分析数字化转型过程中小农户叙事重构的内在逻辑、现实基础、实践张力与推进路径。结果表明,在“投资于人”理念驱动下,数字技术推动小农户实现从“被动承接者”到“全链条创新主体”、从“经验传承者”到“知识应用者”、从“文化守护者”到“价值创造者”、从“资源使用者”到“生态增值者”、从“治理接受者”到“协同共建者”的角色重塑。当前,受制于“投资于人”的投入不足,小农户在数字转型中仍然面临技术结构性失衡、数字技能不足、文化转化机制缺失、生态补偿不到位与治理参与不顺畅等多重现实挑战。对此,应秉持“投资于人”的理念,通过构建普惠性数字技术机制、梯队化人才培育体系、文化价值转化模式、市场化生态补偿机制与包容性数字治理体系等路径,推动小农户成为农业农村现代化的积极参与者与主要受益者。

      Against the traditional narrative of Western mainstream modernization theory that frames smallholder farmers as a symbol of backwardness,China adheres to the philosophy of “investing in people” and forges an inclusive path to the modernization of agriculture and rural areas through smallholders’ digital transformation.Based on the five pillars of rural revitalization-industry,talent,culture,ecology and organization and from the perspective of “investing in people”,this paper systematically analyzes the internal logic,realistic foundation,practical tensions and advancement paths of the reconstruction of smallholders’ narrative in digital transformation.The results show that driven by this philosophy, digital technologies have reshaped smallholders’ roles:from passive recipients to full-chain innovation subjects,from experiential inheritors to knowledge applicators,from cultural guardians to cultural value creators,from resource users to ecological value-adders,and from governance recipients to collaborative rural governance co-builders.Currently,hampered by insufficient investment in “investing in people”,smallholders still face multiple practical challenges in digital transformation,including structural technological imbalances,inadequate digital skills,lack of cultural value conversion mechanisms,insufficient ecological compensation and hindered governance participation.In response,we must firmly uphold the philosophy of “investing in people” and adopt measures such as building a universal digital technology mechanism,a tiered talent training system,a cultural value conversion model,a market-oriented ecological compensation mechanism and an inclusive digital governance system,thereby empowering smallholders to become active participants and core beneficiaries of the modernization of agriculture and rural areas.
