      “两新”政策通过老旧农机报废和新型农机更新换代的方式提升了农业机械化水平。在大力推进农机报废更新背景下,本文以“两新”政策为研究对象,基于微观调研数据,分别从农机报废和农机更新两个视角探究“两新”政策对农机报废更新的影响。研究发现:“两新”政策是推进农机报废更新的重要路径;“两新”政策不仅能够提升农户农机报废意愿和行为,而且能够提升农户农机更新意愿和行为;“两新”政策既会引致农户农机报废意愿与行为的悖离,也会引致农户农机更新意愿与行为的悖离;与其他农户相比,“两新”政策更能促进平原地区和规模农户的农机报废更新。最后提出提升“两新”政策适配性、持续推进农机报废更新、不断提高农户政策的认知水平等相关建议。

      Against the backdrop of agricultural mechanization,the “large-scale equipment upgrades and consumer goods trade-in programs” policy has enhanced the level of agricultural mechanization by promoting the scrapping of old agricultural machinery and the renewal of new agricultural machinery.In the context of vigorously advancing agricultural machinery scrapping and renewal,this paper takes the “large-scale equipment upgrades and consumer goods trade-in programs” policy as the research object and,based on micro-level survey data,explores the impact of the policy on agricultural machinery scrapping and renewal from two perspectives:machinery scrapping and machinery renewal. The study finds that the “large-scale equipment upgrades and consumer goods trade-in programs” policy is an important pathway to promote agricultural machinery scrapping and renewal.It not only enhances farmers’ willingness and behavior regarding machinery scrapping but also improves their willingness and behavior regarding machinery renewal.Additionally,the policy leads to a deviation between farmers’ willingness and actual behavior in both scrapping and renewal.Compared to other farmers,the policy has a more significant impact on promoting agricultural machinery scrapping and renewal among farmers in plain areas and large-scale farmers. Finally, three policy recommendations are proposed to advance agricultural machinery scrapping and renewal under the “large-scale equipment upgrades and consumer goods trade-in programs” policy.
